The Board Proclaims Next Month In Honor of Frivolity

Aside from the jocular headline, long time observers of local government will have noted the great increase in public proclamations. For some insight into this growth, the policy statement of the Incline Village General Improvement District (IVGID) is shown below. See a 14-minute video of their board’s discussion on this policy. h. Resolutions Not In the Mainstream of the Districts Normal Activity. From time to time it is advisable for the Board of Trustees to issue resolutions that are not in the mainstream of the Districts normal activity. It is sometimes difficult for the General Manager or Chair to know when it is apropos to do resolutions so the following guidelines shall be applied:
• Resolutions will be brought to the full board as a General Business agenda item requested by any member of the Board of Trustees or General Manager.
•In order for the resolution to be placed on the agenda, it must be deemed pertinent to the normal area of interest or authority of IVGID or the communities it serves.
•It is not unusual for elected officials of other municipal governments to issue their own resolution about a matter of personal interest that they may have or that they don't feel should go before the full board. This *eotne* of action is urged for our Trustees if they so desire.
•In considering whether or not to issue a resolution, it is urged that we err on the side of giving them, rather than restricting them; because of the large amount of goodwill they generate.
